Project Summary:

Beardy’s and Okemasis’ Cree Nation developed Pêmiska Tourism with the goal of providing industry-leading cultural experiences.  The vision is to become an influential, globally recognized Indigenous tourism brand in Canada representing nehiyaw (Cree) culture, heritage, and history and will provide visitors with Indigenous-led experiences that will show the vibrant history of the local peoples.

Tourism assets are plentiful at Pêmiska Tourism including a well-developed trail system (now part of the Trans-Canada Trail network) that will be activated by several recreational and tourism activities such as hiking, ATVing, biking, skiing, historical tours, and so much more.

The trail is currently routed around the north side of the community through the RM of Duck Lake. The purpose of this project is to reroute the Trans Canada Trail through the community of BOCN and Fort Carlton.

Scope of Work:

In close collaboration with the authorized representatives from Beardy’s and Okemasis’ Cree Nation as well as Scatliff + Miller + Murray, the Contractor shall:

  • Review the current Trail Design Study for Beardy’s & Okemasis Cree Nation;
  • Work with BOCN and Scatliff + Miller + Murray Consulting;
  • Act as “Local Contractor” for the project;
  • Clear and scrape approximately 3.3kms of trail in the North Pasture following the newly designed Pemiska Trails;
  • Scrape down the trail 4” to level out the trail which will be subsequently filled with aggregate material;
  • Scrape the trail to a width of 2.5 meters;
  • Develop an action plan to operationalize the project, including:
    • Goals and objectives of the project;
    • Construction schedule;
    • Tasks and who will be completing them; and
    • Resources needed.

The Trans Canada Trail is a part of people’s day to day lives, having the proper construction completed will not only benefit the peoples of BOCN but also the relations with wide standard of individuals who will visit this leg of the Trans Canada Trail. As part of the Trail Design Study, the community of BOCN established a vision for the trail that follows: “To increase the community’s tourism profile by developing a trail system that offers Beardy’s and Okemasis FN area residents and visitors’ outdoor recreational opportunities, enhanced by telling the stories of the community’s history and sharing the hospitality and culture of its people.” This is something that is expected to be lived up to.

Key Considerations for Construction:

The Contractor shall:

  • Be self-equipped with a Skid-Steer Loader/Bobcat and all proper attachments to complete the necessary work;
  • Have experience with grading and construction of trails and/or road ways;
  • Participate in a walk through to ensure trail alignments with SMM and the Owner prior to construction;
  • Make all efforts to preserve the land, and surrounding area during and after construction; and to protect the natural beauty surrounding the trails as much as possible while successfully completing the project.

Value of Contract: A competitive pricing grid and budget should be included by the applicant.

Proposal Must include:

  • Project Identification Number (CDT 003.23).
  • Company profile including a statement of qualifications, key personnel who will be assigned to the project, and contact information.
  • Proposed project methodology including a construction schedule with milestones and timelines.
  • The basis for pricing their services (detailed budget).
  • Description of Insurance Coverage (a Certificate of Insurance will be requested from the successful bidder).
