Project Summary:

Beardy’s and Okemasis’ Cree Nation (BOCN) is committed to the implementation of the community’s 2018 Regional Tourism Strategy and the 2008 Tourism Development Plan. The vision of this undertaking is to develop a world-class tourist destination at the Fort Carlton Provincial Historic Park and to build a sustainable economy for the Nation – one that is culturally, environmentally and socially appropriate, as well as economically sound. This will be achieved through the development of market-ready tourist attractions that offer places to go, things to see and do, and products for sale.

As part of the Commercial Lease Agreement process with the Ministry of Parks, Culture, and Sport, the BOCN is seeking a best-value solution; and to engage interested, qualified industry stakeholders to conduct a Heritage Resource Impact Assessment (HRIA) at the Fort Carlton Provincial Historic Park.

Scope of Work:

A Heritage Resource Impact Assessment (HRIA) must be conducted at the Fort Carlton Provincial Historic Park pursuant to s.63 of The Heritage Property Act with the following factors considered: the presence of previously recorded heritage sites; the area’s overall heritage resource potential; the extent of previous land disturbance; and the scope of new proposed land development.

The HRIA must establish the presence of heritage sites within the project area (attached map at Schedule A), and where suitable site avoidance measures (including right-of-way relocation) may be implemented. If heritage sites are located in unavoidable conflict with the development, the study must also establish the content, structure, and significance of those sites, and, on that basis, recommend both the need for, and scope of any further study (including archaeological salvage excavation or other heritage management action).

The HRIA must be carried out by qualified personnel under an approved investigation permit issued through the Ministry of Parks, Culture, and Sport.

Proposal Must include:

  • Project Identification Number (RFP 017.21).
  • Methodology for adherence to heritage regulatory requirements.
  • Company profile including a statement of qualifications and key personnel who will be assigned to the project.
  • Proposed project methodology and the division of roles and responsibilities between the firm and the client; work schedule with milestones and timelines.
  • Relevant experience in engaging Indigenous communities and organizations in Heritage Resource Impact Assessments (HRIA).
  • The basis for pricing their services (budget).

Individuals and/or organizations seeking additional information regarding the BOCN Regional Tourism Strategy and/or the Heritage Resource Impact Assessment are invited to submit their questions via email by no later than 12:00pm (noon), Monday, April 5, 2021.

A selection committee will determine the best submission, and will award a contract to the winning applicant as soon as practicable. The winning applicant will be contacted via phone.
